I just put a call in to Glen to send this to him and discuss. I will encourage a meeting between NDOW, Natural Heritage, and myself to discuss our common positions and present a united front from the State. If you can think of others that should be involved, please let me know. I just scanned the document and will be researching it more, but in addition to three pages of notes and problems I have documented.....the Action is contrary to the existing land use plan. The RMP designated most of the area as "OPEN", therefore new roads and access will not restrict users from exploring from the new and existing roadways and trails. Thus, the cumulative impacts are not addressed in the EA. In order to implement the proposed action, BLM must amend its land use plan and designate "Limited" OHV Designations and further regulate the proposed mitigation. While it suggests it will avoid conflicts, the entire document is based on verbage that include "discouraged use area" and "discouraged season of use". The proposed action is based upon creating a major OHV Park with monitoring as the underlining obligation to adjust or mitigate forseeable adverse impacts to wildlife, livestock and wild horses. While monitoring is postured to justify the federal action, no monitoring now exists to support the federal action. And, as with the present range and wild horse programs, monitoring is subject to budgets and the lack of monitoring does not affect the long term irreversible adverse impacts now occurring by federal authorizations. BLM has failed its strategies to sustain inappropriate actions by excusing itself from monitoring. I have a conference call with the district set up for next Tues, the 17th., just on the wild horse portion of this document.
