In 1990, Clark County approved a $2 billion transportation plan that redesigned the spaghetti bowl. According to the records of the county health district and the regional transportation commission, the number of vehicle miles traveled in the valley was approximately 18.6 million in 1990--double what it had been in 1988--and it continues to rise.
