Cadet Corps tents are photographed with the American Flag. The Morrill Act of 1890 stipulated that theoretical and practical military instruction be a part of the regular coursework of every male student. The government invested great amounts of money in higher education institutions. In return, this agreement allowed for a citizen army to be ready in time of need. Arms and accoutrements were provided by the War Department.
